As of Nov 4, 2026. Rules change, so confirm with the agency before you apply. Numbers in brackets link to the official source for each fact.
What the C-16 covers
A C-16 contractor lays out, fabricates and installs all types of fire protection systems and their equipment, but not electrical alarm systems. [1]
State law (B&P Code 7026.12) says fire protection system installation, excluding electrical alarm systems, must be done by a contractor holding the fire protection classification. [2]
Under B&P Code 7057(c), a general building (B) contractor can't take a contract that includes C-16 work unless it holds the C-16 or subcontracts that work to a properly licensed specialty contractor. [2]
The C-16 trade exam
CSLB's study guide weights the trade exam this way: Planning and Estimating 25%, Installation of Underground Fire Main Systems 9%, Installation of Fire Protection Systems 36%, Maintenance and Repair 9%, and Safety 21%. CSLB notes the percentages are approximate. [3]
What this means for job seekers
The C-16 is a contractor license held by the business through a qualifying person. Most fitters and techs work for a C-16 contractor rather than holding the license themselves. Fire alarm work falls outside the C-16.
