Washington fire sprinkler certificates of competency and ITT
Washington licenses sprinkler contractors and certifies their key people through the Washington State Patrol's State Fire Marshal's Office, under RCW 18.160 and WAC 212-80.
As of Nov 4, 2026. Rules change, so confirm with the agency before you apply. Numbers in brackets link to the official source for each fact.
Contractor levels
Level 1 contractors install NFPA 13D systems (single- and two-family homes). Level 2 covers NFPA 13D and 13R. Level 3 covers NFPA 13D, 13R, 13 and 24, any work on any structure. Level U is underground supply mains only. [1]
Each contractor must have at least one employee certified as its certificate of competency holder. [1]
Inspection and Testing Technician (ITT)
To certify as an ITT, WAC 212-80-093 requires a NICET Inspection, Testing and Maintenance Level 2 or 3 certification, or the ASSE 15010 Field Technician certification. The ITT works within the employing contractor's licensing level. [2]
WSP also licenses Level I&T contractors to contract for inspection and testing of wet and dry pipe sprinkler systems under NFPA 25. Everyone who physically does that work must be certified by the State Fire Marshal's Office as competent. [1]
Statute
RCW 18.160.040 sets the certificate of competency framework the WAC rules build on. [3]
